To sustainably promote and encourage participation in the sport of Darts within the United Arab Emirates.
NAME: The name shall be ‘Dart Players Middle East’ (DPME)
To promote the sport of darts.
To organise darts events and competitions.
To encourage darts within the United Arab Emirates.
To encourage the participation in darts throughout all nationalities, age groups and genders.
To gain representation of the United Arab Emirates in the sport of darts at a level.
Membership will be open to all of the community who are resident in the United Arab Emirates and are prepared to play within Association areas. The annual membership fee per person shall be AED 200 dirhams for senior players (over the age of 21) junior membership shall be free of charge. Any revisions to the membership structure and / fee may be proposed by the board of directors and agreed at each Annual General Meeting. The membership fee excludes team and individual entry fees to leagues and tournaments held throughout the year. The membership fee shall entitle the member to privileges as set out in the membership terms and conditions as determined by the DPME board. Membership fees shall be due by the 31st December each year. 1 additional membership intake period shall be allowed during the course of each year at the discretion of the DPME board. Any persons failing to apply, pay or renew their membership shall cease to be a member and be void of membership privileges.
The affairs of the Association shall be conducted by an Executive Committee, which shall consist of the Board Of Directors (Founders), Treasurer and committee members, all of whom shall be selected at the Annual General Meeting (AGM) or at the discretion of the Board Of Directors prior to the first AGM.
If the post of any position should fall vacant, the Board Of Directors shall have the power to either fill that position or select an appointed person until the next Annual General Meeting.
All Executive Committee members must be members of the Association.
The Board Of Directors shall be the trustees of the Association who shall hold any property belonging to the Association and are entitled to personal indemnity out of the funds of the Association where they are acting bona fide in their capacity as officers of the Association.
The Executive Committee shall have full power to deal with all matters relating to the Association not reserved to a General Meeting in terms of this constitution, including power to make public and enforce such bylaws as the Committee feel necessary to govern the activities of the association and its members, including bylaws relating to discipline.
At all meetings the President shall be the Chairman, and in his absence, the Vice President shall chair the meeting.
At any Committee meeting the quorum shall consist of a minimum of 60% of the Board members. At an AGM, the quorum shall be 15 members (inclusive of DPME board/committee).
At any Committee meeting, all eligible committee members may vote (eligible members being the Office bearers and elected committee representatives). The Board Of Directors (Founders) shall have a casting vote as well as a deliberate vote. A Board member may be removed from the Board with just cause, subject to a two thirds majority vote by the remaining Board members. In this instance the Board member being removed is not eligible to vote.
ANNUAL GENERAL MEETING:
The AGM of the Association shall take place in the month of December each year.
EXTRAORDINARY GENERAL MEETING:
An extraordinary meeting must be called by the Secretary upon requisition in writing by 20 members (as an AGM), or by direction from the Board Of Directors.
MEETING OF THE COMMITTEE:
The committee shall meet on the last Saturday of each month at a time and venue to be advised.
The Treasurer shall be responsible to the Association for all receipts and payments, and for keeping of books and records of his intromissions as may be required by the Committee.
The financial year of the Association shall end seven days prior to the AGM each year when and abstract of the accounts shall be presented to the AGM.
Any profits arising shall be used in furthering the objectives of the Association as detailed herein.
ALTERATIONS TO THE CONSTITUTION:
No alterations to the constitution shall be made except at the AGM. Written notice of any proposed amendments must be sent to the Vice President at least seven days prior.
All decisions of the Association Committee are final.
FIXTURES AND VENUES:
The Committee will be empowered to decide when and where events are held and when and where teams are to play in the best interests of the Association and its members, or, when a problem arises with a specific fixture.
DISSOLUTION OF THE ASSOCIATION:
Should for any reason the Dart Players Middle East association dissolve, an EGM must be called and any monies remaining after all debts are cleared will be distributed to other sporting organisations and/or charities, voted on at the EGM.
Any matter not covered by the foregoing can be temporarily decided at a meeting of the Executive Committee with the proviso that it is placed on the agenda for the next AGM.
